We are witnessing the end of globalization triumphant. The COVID-19 pandemic and the war in Ukraine signal the great return of national borders. Such conditions invite us to examine globalization's oft-misunderstood strayings. Its dominant feature is not an increase in distances, but rather deterritorialization: multinationals and the ultra-rich were able to escape regulations and abstain from any contribution to the commons. Confronted as we are with a kind of mobility lacking in public spirit, it is urgent that we invent a new form of sovereignty, one founded on environmental and social protectionism. The time for de-globalization is at hand.
